Should all sex offenders be required to register on the sex offender registry?

I am doing a school assignment on the required requirements for sex offenders. So I am asking you for your opinion. Should we have all sex offenders register or should we have only the high risk ones register? Do you also think we need residency laws? Let me know what you think!
I am asking if you think ALL sex offenders should be required to register. ALL is including the crimes that happened 30 years ago, a college student who was drunk and peed in public, and and 18 year old man having sex with his 17 year old girlfriend.
