Is abstinence only sex education the best way to teach sex ed?

Is abstinence only sex education the best way to teach teenagers sex education considering on a per-capita basis STD rates are higher in the United States compared to other western democracies that teach comprehensive sex education?

Teenagers are (naturally) extremely rebelious. You teach them abstinence and they will go out and behave like rabbits during the spring time. If you teach them absinence in the typical sex education along with everything else that coincides with that (risk, contraceptives, alternatives, etc.), they will atleast be able to develop some sort of opinion themselves. Scare-tactics will work for some but not all, however it does seem that though teen pregnancy and STD's are a problem, it is timeless and could be allot worse. Let them know what they are getting themselves into and they will figure it out for themselves eventually.
